EAST LANSING, MI – A masked man has reportedly been carrying a hammer and scissors near Michigan State University's campus, police said.He has appeared in East Lansing's downtown district donning a black plastic mask and carrying scissors and a hammer, according to the East Lansing Police Department.ELPD is responding to concerns from the East Lansing and university communities, the department said.Officers and a social worker have been in communication with this individual several times over the past couple weeks, police said.
